There are concerns about the potential cannibalization of gaming revenue by a new casino. The state's regulatory philosophy has been to encourage large, pricey casino developments with multiple amenities. It's not a free market. New casinos in Nebraska, Illinois and Wisconsin will take a sizable chunk out of total Iowa gaming revenues. A study by the Innovation Group argued that a local casino would increase state gambling revenue. That would soften the revenue blow delivered by out-of-state competition.

Future of Nebraska casinos waiting on governor’s approval, millions in property tax relief expected

Nebraska Horsemen organization is pushing for casinos in the state. The governor's approval is needed to grant the gaming license. Lincoln is expected to receive about $3.5 million a year from their race track after the license is approved. Omaha will get $7 million per year. Property tax relief fund is also expected. Construction for Lincoln's Warhorse Casino will take 20 months. As of January 2022 there is no approval to build brand new casinos. All the current licensed race tracks in Nebraska are eligible for the game license and they will be able to return money to the State of Nebraska.

Omaha casino development slowly progressing

Nebraska's horse racing industry is counting on the casinos to revitalize the sport of kings in the state. Ho Chunk Inc. is working to develop casinos in Omaha and Lincoln with Nebraska Horsemen. The plan is to build a $200 million facility where Horseman's Park sits. Construction on this facility will hopefully begin in late winter or early spring. The Nebraska Racing and Gaming Commission could release rules and regulations for casinos next week. It's a new law and the process takes a long time. Morgan says it makes sense to get it right. He hopes to have some aspects of the gaming operations going in Nebraska by late summer.

Nebraska's Racing and Gaming Commissioners approved the rules and regulations on casinos on Friday. The next step is to get the permanent building ready for the Grand Island Casino at Fonner Park. It could be ready in 2 years.   The first phase of the project would be the construction of a temporary facility that would house around 200 slot machines. If the regulations pass, the next phase would involve licensing the facility.

Nebraska Racing and Gaming Commission approved 67 pages of regulations on Friday. The package now goes to the Attorney General and Governor for approval. Columbus Exposition and Racing hopes to start building a $75 million Caesar's horse track and casino in April. The rules are part of the language voters approved on three ballot measures in the 2020 general election. Nebraska voters were in favor of allowing casino gambling at race tracks by a 65% vote share. Currently, only race track casinos are allowed to operate a casino. It's the first time the state legislature has approved the rules. They were written by the gaming commission.

Nebraska voters approved casino gambling at the state's horse racing tracks last year. Final draft of casino regulations will be released on November 12. The commission will hold a public hearing on the proposed rules on Dec. 17. It will then have to be reviewed and signed off by Gov. Pete Ricketts and Attorney General Doug Peterson. All six existing horse tracks in the State have announced plans to build casinos. A $220 million WarHorse Casino is planned in Lincoln. The Lincoln Race Course plans a temporary casino with 305 slot machine stations. Fonner Park will run 37 days of racing between Feb. and March next year, and the commission approved dates for live horse races at existing tracks next Year.

If the referendum passes, the community could apply in perpetuity for the license. The city of Cedar Rapids has an agreement with the Cedar Rancher Development Group through October 2029. The group is focused on the November referendum. There is no decision on a location or an architect yet. Regulators in 2014 and 2017 rejected the city's casino proposals.

The city's preferred developer is Cedar Rancher's Development Group. A future casino would provide 8 percent of its revenues to local nonprofits.
