It also proposes to raise penalties for repeat offenders and amend the definition of gambling. This comes after the ministry said it will set up a new gambling regulator by 2021. It will also review and update gambling legislation within the same period. According to the MHA, gambling-related crimes remain low. Problem gambling rates have remained stable. Social gambling is also considered to be socially acceptable. In Australia and Switzerland, such practices are considered legal.
