Proposed reforms make future of Finland's gaming monopoly unclear

Finland is considering ending its gambling monopoly and adopting a multi-licence gambling system. The new reforms may be in place by 2025. Minister of European affairs Tytti Tuppurainen has commissioned a study to be completed as soon as possible.

The government and opposition are in favour of the new gambling industry reforms. The reforms will not impact land-based casinos and national lotteries.

Finland has a state-owned gambling monopoly with Veikkaus. The profits of Veikkas are distributed by the Finnish government. Helsinki Casino claims to be the only casino in the world where the total revenues are funnelled to charity. The gaming industry is opposed to the monopoly system and is calling for the end of the system.
