Philippine President Rodrigo Duterte wants to allow online casinos to operate again in a bid to raise more funds for the government's pandemic response. He also wants more casinos and gambling activities to be allowed. The finance secretary is "happy" with his plan. Online gaming operators catering to Chinese clients should pay correct taxes. In 2020, the BIR collected P7.18 billion in taxes from POGOs. PogOs were shuttered due to alleged failure to pay taxes and some were populated by illegal Chinese workers. BRI collected 11.71% more taxes in 2018 than in 2013.

31 out of 40 POGOs that are still in the country were allowed to resume operations as of May 17. The BIR forecast a 50% annual drop in tax haul from P OGOs this year. Government is expecting to raise PHP$2.88 trillion (USD $57.41 billion) this season. Pandemic bill is projected to push up government spending to P$4.74 trillion.
