The Government Takes Action towards Assessing the Gambling Environment

The Union government has appointeda seven-member panel of state ministers to look into services by casinos, online betting platforms like 10Cric and race courses. Focus is on valuation for levying Goods and Services Tax (GST), but the Group of Ministers (GoM) is also to consider whether any changes in current legislative provisions are necessary.

The Panel’s terms of reference (ToR) state that it will examine the taxability of certain casino transactions within the framework of existing legal provisions and court decisions. It will also look into how legislative valuation provisions are administrated and whether it is recommendable different valuation methods to be established. The effect of such valuation on similar services like lottery will also be examined by the panel.

Gujarat Deputy Chief Minister and Finance Minister Nitin Patel convenes the Panel of Ministers. The other members are the Deputy Chief Minister of Maharashtra Ajit Pawar, the Minister of Finance of West Bengal Amit Mitra, the Deputy Chief Minister of Arunachal Pradesh Chowna Mein, the Minister of Transport of Goa Mauvin Godinho, the Home Minister of Karnataka Basavaraj Bommai and the Minister of Finance of Tamil Nadu P Thiagarajan.

Within six months of its establishment, the Panel of State Ministers will submit its report to the Goods and Services Tax Council which consists of the state Ministers of Finance and is chaired by the Centre’s Finance Minister.
