Illinois Video Gaming Machines Record Over $2 Billion In Wagers

Illinois bettors wagered over $2 billion at video gaming terminals in December. The state will receive $717.7 million in VGT gaming taxes in 2021.

$717 million in tax revenue from VGTs was more than the combined $643.7 million collected by Pennsylvania, Michigan, and New Jersey’s online casino operations through the first 11 months of the year.

Illinois casinos won big in 2021. They collected $248.7 million in casino gaming taxes. Rivers Des Plaines, Grand Victoria and Harrah’s Joliet casinos earned $458.2 million and $137.5 million respectively.

Two more casinos are coming to Illinois. Full House Resorts will operate the future American Place Casino in Waukegan and will open a temporary casino in July 2022. Wind Creek Casino was the winning bid for the south suburban license and is scheduled to open in mid-2023.

Wind Creek Breaks Ground For Suburban Cook County Casino In Illinois

Wind Creek broke ground for a new casino in Cook County, Illinois. The project is expected to be completed in September 2023. Hard Rock is the only other operator currently operating a casino. Illinois lost $331 million annually in gaming revenue to Indiana.  Hard Rock has been operating in Rockford since November. Bally's applied for Chicago's downtown casino license. It was rejected. Governor Pritzker signed a gaming expansion bill in June 2019. He signed it with sports betting. Wind Creek estimated creating 600 new construction jobs and generating $155 million in revenue by 2025.

Chicago is in a hurry to approve a $1.7 billion casino deal. Chicago CFO testified that the city loses $1000 million per day in revenue without a functioning casino. Joliet has had a double casino payday for nearly three decades. In northwest Indiana, officials in Gary and Lake County have reacted to recent developments in Chicago. The first casino in Illinois opened May 4, 1993. It was called the Empress. Now it's owned by Hollywood Casino. They also own the naming rights to Tinley Park’s outdoor amphitheater. In Gary, the officials reacted by delaying the casino approval.

Suburban Chicago Casinos Nearing Construction

Full House Resorts finalized an agreement with Waukegan to open a temporary casino. The temporary facility will be open by September. It will stay open while the permanent facility is under construction. After the temporary agreement, Full House has an option to purchase the land for $30 million. Bally’s in River West is on track to be operated by Fullhouse. Governor JB Pritzker signed a 2019 bill into law that created paths to new casinos across the state. A $1.7 billion proposal for a Baly”s casino in Chicago was approved by the City Council last week.

Illinois' gaming board reported revenue of $109.8 million for the month of December. The figure represents a 5.6% increase from November's total of$103.9 million. December 2021 revenue total was an 11.7% decline from the $124.3 million generated in December 2019. For 2021, the state collected close to $248. 7 million in casino gaming taxes.

Full House Resorts has been selected to develop and operate a new casino in Waukegan, Illinois. The company's share price jumped 18%. The permanent casino is set to open in 2024 and will cost $375m. North Point Casino was the other company in the running to get the license.

Full House Resorts won preliminary approval from the Illinois Gaming Control Board to build a casino and hotel complex 40 miles north of downtown Chicago. The company will open a temporary casino in Waukegan by the middle of 2022. It will be followed by a permanent casino, hotel and entertainment complex finished by 2024. Full House also owns Stockman’s Casino in Fallon, Nevada and operates the gaming space at the Hyatt Resort in North Lake Tahoe. Full house raised more than $300 million in new debt earlier this year to help pay for the Colorado project, an expansion at its casino. in Mississippi and the Wausau development.

Wind Creek Hospitality has plans for a 64,000-square-foot casino in Homewood and East Hazel Crest. Hard Rock Casino Rockford opened last month. Walker’s Bluff Casino Resort in southern Illinois” received initial approval from state regulators this summer. Chicago will choose a casino operator early next year. The six new casinos are designed to generate revenue for the state to pay for construction projects at public schools, state universities and community colleges. The state s $45 billion “Rebuild Illinois" capital plan is aimed at rebuilding the economy.

IGB Tabs Finalists For Waukegan, Cook County Casino Licenses

Full House Resorts and Wind Creek are the final two applicants for the casino licenses available in Waukegan and suburban Cook County. The process to get to this point for these two licenses has moved at a slower pace than the other four created by the 2019 gaming expansion bill. The COVID-19 pandemic was one factor. Local laws involving the bidding process that required the IGB to procure a financial analyst to review the finalists also contributed to the more lengthy process. Wurkega's mayor Ann Taylor believes the Illinois Gaming Board made the correct decision.

The Illinois Gaming Board is considering a casino license application from Southland Cook County. The board did not vote on the three finalists Wednesday. They will meet again next Wednesday to choose a winner. The winner will be announced by January. Illinois Gov. JB Pritzker signed a gaming expansion bill that legalized sports betting in June 2019. State Rep. Anthony DeLuca asked him to push the IGB into action.
