The Cup card was illegal under the Casino Control Act 1991. Chinese citizens can only transfer up to AU USD 50,000 per year. Fran Thorn, the head of the VGCCC, believes the fine is merited.

The Victoria Gaming Regulator can now impose a maximum fine of AU $100 million (USD 72 million) following a string of high-profile scandals in recent years. The regulator found Crown guilty of "disgraceful conduct" in October 2021 and is considering further disciplinary actions against the gambling operator.
