Bally's and two other companies are bidders for a casino license in downtown Chicago. The city wants to generate between $160 and $200 million in annual taxes and fees. Bally’s submitted two proposals to the city for consideration. Illinois has 10 casinos in operation, including one run by Baly's in Rock Island. Illinois Gaming Board will issue new licenses for six venues as part of a gaming expansion bill signed into law by Gov. JB Pritzker in June 2019.

Bally's submitted two proposals to the city for a casino development in Chicago. The first phase is estimated to cost $1.6 billion. It would be built in two phases. First phase would have 2,700 slots and 95 table games, five food and beverage venues, a luxury hotel containing 100 suites, outdoor music venue with seating capacity for up to 1,000, and outdoor green space. Second phase will add 700 slot machines and 78 table game positions. Temporary casino would also be constructed in River West. Bally’s plans to use some of the 4,00 gaming positions allocated to its project at O”Hare and Midway airports.

The winning bid for the downtown casino license must offer employment with competitive wages and reflect the socioeconomic diversity of the city. Minority investors will have a 25% ownership stake. The community is opposed to the truck yard being the site of a casino. Alderperson Sophia King's 4th Ward includes the Bronzeville Lakefront. The proposed casino site is adjacent to an area recently approved by the Chicago City Council to undergo a $4 billion redevelopment. It would include 4,800 homes, offices, research facilities, and stores on the former Michael Reese Hospital site.
